The Association of Research Libraries' SPEC Kits are good overviews of the current state of a topic in the ARL library world.
The actual definition of "Outreach and Engagement" varies widely (as documented in this report) across the span of ARL libraries. A well done and thorough examination of the topic that provides examples that can be reused in other situations.
